Legislation (H.B. 1755) has been introduced in Texas to create a titling and registration class for assembled vehicles, including kit cars, custom vehicles and street rods, replica cars and dune buggies. Many of these vehicles are already permitted to be titled and registered under existing state regulations, but dune buggies have been disallowed in recent years. The SEMA-supported legislation would permit their registration and confirm that the other vehicles are also eligible under state law.
The new class of assembled vehicles would be subject to inspection by an ASE-certified Master Technician for basic equipment, including the chassis, tires, wheel assembly, brake system, steering system and lighting equipment, among other items. The bill would exempt a hobbyist constructing an assembled vehicle from being a licensed manufacturer.
The House Transportation Committee held a hearing on the bill March 20 and will likely schedule a vote on the bill in the near future.
